Minutes Board of Directors Meeting:

Meeting called to order by President Jerome Lee at approximately 7:07 P.M
OLD BUSINESS
- Drainage at the end of Variation complete, but needs to be monitored by the HOA; homeowners residing at the end of the street asked to keep an eye on accumulating debris that blocks the drain; Baltimore County only responsible for silt removal on road surface at end of street.
- Homeowner at 9036 Deviation took down the tree responsible for lifting the sidewalk and creating drainage and flooding problem in easement area as well as surrounding property. Baltimore County will repair the drain and sidewalk; cost to repair drainage and replace sidewalk to be shared by HOA (easement) and affected homeowners.
- Bids to maintain open space will go out the first of the year.
- File cabinet approved at the May general membership meeting was purchased on 8/13/09.
NEW BUSINESS
- Recently Baltimore County Code Enforcement was contacted in reference to a code violation and a subsequent warning citation was issued by the county to the homeowner. NOTE: The HOA DID NOT initiate nor participate in any action against this resident, yet received several rebukes for action not even taken by the Board of Directors.
- In reference to the above, J. Lee encouraged all to improve community relations. If you have a concern with a neighbor about a perceived violation, please contact the neighbor first before going to the county. This only seems to be a civil courtesy.
- Procedures for handling such concerns were discussed. An agreed upon policy was established. If a concern is brought to the Board of Directors and it is determined a legitimate violation exists, the homeowner will be contacted and afforded a reasonable opportunity to correct the deficiency.
- Private property encroachment on HOA open space again discussed. A letter was drafted and sent to association attorney for refinement. This will be sent to each homeowner.
- We have complied with Article V Architectural Control and established a committee to oversee architectural change requests. A formal letter will be sent to each resident advising of the requirements set forth and the responsibility of the committee. This committee is only an attempt to maintain harmony and uniformity within the community.
- In a letter dated 9/15/09, Baltimore County notified every homeowner of the cost to repair the Storm Water Management Facility (Pond) and the requirement to sign, notarize, and return by 9/30/09. This would allow the homeowner to defer the payment over the three year tax bill (2010-2012). Failure by homeowner to comply would result in the entire individual amount assessed on the tax bill for 2010.
- Baltimore County should begin work on the Storm Water Management Facility (Pond) around October 13, 2009 and should be complete in approximately two weeks.
- J. Fazenbaker announced his resignation from the board.
