Pond Issue Update: Since the last newsletter, we have been in constant contact with Dan O’Leary (MNF Engineering) concerning the progress of the plans for repair of the of our Storm Water management pond. We recently received and e-mail from him which stated the following:
“Although we have already started preparing the base plan sheets, the schedule for designing repairs to the existing pond at North Gate Hall is as follows:
Late May - Field visit with design staff
Early June - Begin engineering drawings for repairs
Mid to Late June - Submit plans and supporting data to DEPRM for review
Late June to Early July - Respond to DEPRM and SCD comments, finalize plans and resubmit
This schedule will allow us to provide you with a construction quantity estimate that will allow you (with our help) to solicit cost estimates from contractors beginning in early July, to get special assessments rolling and maybe construction in the September/October timeframe.”

The field visit took place on June 5, 2007 at approximately 8:00AM. The design staff was assisted by Mr. Skip Bevans, who has informed us that other than some dredging around the drain area, plans remain the same and that things are on track and moving ahead. We were also informed that the washout behind Deviation Road will be repaired as part of this project and a fence placed around it for safety purposes. These plans are NOT etched in stone at this point. Mr. O’Leary will be returning with copies of the plans to be submitted to DEPRM for our approval by the end of the month.
The Pet Peeve: Here we go again! As we move to the warmer summer months, more and more of us are out walking our pets. Once this starts it seems that the complaints (both verbal and in writing) begin to flow in to the board of directors concerning the same old thing. That is some neighbors tend to forget that with pets comes a responsibility; that is they must be kept on a leash and under control at all times.
Also pet owners are responsible for any droppings left behind by their pets. This includes on both public and private property (including front and backyards, and easements).
Because these complaints keep coming, we have had no choice but to contact Baltimore County Animal Control and Code Enforcement who advised us of the following Baltimore County Laws:
DEFINITIONS
12-1-101 LEASH LAW
“Animal at Large”includes any dog off the premises of its owner and not under the control of the owner or other responsible person by a leash, cord, or chain.
12-3-106 ANIMAL WASTE.
The owner of an animal shall remove excreta deposited by the animal on public byways, recreational areas, or private property.
(1988 Code, § 6-206) (Bill No. 3-00, § 4, 7-1-2004; Bill No. 72-03, § 27, 7-1-2004)
Violation of either of the above laws could result in citations being issued and possible fines of up to $200.00 per incident.

Assessments: We are glad to report that your response in sending your yearly assessment has been nothing short of fantastic. We are down to approximately 23 non-payments. To those of you who have paid, we thank you and to those 23 households that have not paid please send your payment immediately. Remember, as approved at the March 8th meeting, any fees encountered in an effort to collect your yearly assessment will be passed on to that homeowner, not absorbed by the Association.
