NEWS UPDATE - MAY, 2009


News Update
General Meeting
May 28, 2009

Upon calling the meeting to order at approximately 7:00 P.M. President Jerome Lee asked that questions be held until the conclusion of the meeting which adjourned at approximately 8:00 P. M.

  • In the absence of the treasurer Wanda Cole, President Jerome Lee read the treasurer’s report; it was voted to accept.
  • All assessments for 2009 have been received. Second notices from the community attorney were sent to delinquent homeowners netting an additional $31.00 per each.
  • Association now has a business account set up through Bank of America; new debit cards issued to W. Cole and J. Lee to make transactions on behalf of the community. New checks were also issued, but the use of the debit card will limit the number of checks necessary. All transactions subject to prior approval of the board of directors.
  • J. Lee requested approval to purchase a file cabinet to house association information; request granted by the membership present.
  • RESOLUTION-(term used by Baltimore County) A resolution was prepared by the Northgate Hall Community Association, read to the members at the meeting on 5/28/09, and accepted. This document authorizes President Jerome Lee to sign the Right of Entry Agreement with Baltimore County or any other agreements with Baltimore County related to the repair work to the Storm Water Management Pond. It also states that if Mr. Lee is unavailable to sign any agreements with the County, Board member Charles Marks has such authority. It also reiterates that each homeowner will be assessed a fair share of the cost of said repairs at 6% interest and this cost will appear on the yearly tax bill as set forth in Baltimore County Bill 84-08. This document was hand delivered to the Baltimore County Office of Law on 6/1/09.
  • New signs announcing Northgate Hall and specifically stating No Trespassing, No Dumping were posted as follows: 1-end of Variation, 1-end of Ballygar, 1-at pond, 2-just off Ebenezer east of Deviation. Please be vigilant and keep our community clean and safe.
  • A vote was taken to allow for a bidding process for grass cutting and open space maintenance for 2010; bids will be requested in December 2009\January 2010.
  • Those in attendance unanimously agreed to vote by acclimation rather than the paper ballot provided. By an acclimation vote, the following were re-elected as follows:

    Jerome Lee Jr. - President
    Joyce Petrovich - Vice-President
    Julie Wiggins - Secretary
    Patricia Lee - Board Member
    Charles (Chuck) Marks - Board Member
    Robert (Bob) Stallings - Board Member
    Katie Schauer volunteered to fill a board member vacancy and was unanimously confirmed.

  • Pond Progress-J. Lee has been in communication (almost on a daily basis) with Dan O’Leary (engineer), Al Wirth (DEPRM county rep), MDE, Soil Conservation, and Baltimore County legal department. Paperwork to finalize the repair of the stormwater management facility (pond) has traveled from department to department. It is a VERY frustrating process and just when you think everything is firm, another agency requires additional comments\changes to the plans or an additional permit.
  • On 6/1/09, Dan O’Leary of NMP Engineering Consultants, Inc. informed J. Lee that an additional permit was required. The application for individual permit to discharge stormwater associated with construction activities was sent to the Maryland Department of the Environment; the cost of the permit was $100.00.
  • Once the county awards the contract for repair, we will vigorously pursue the dollar amount that will be placed on the homeowners’ tax bill for 2010-2012. We will notify all homeowners of the cost.
  • Dumpster day (5/16/09) was successful once again. Thanks to all who monitored the articles placed in the three dumpsters.
  • Verizon-J. Lee contacted Verizon field supervisor Rob Mezzadra relative to needed repairs to homeowner’s lawns on Deviation, Ebenezer, Transoms, and Variation roads; residents unhappy with condition of their property left by Verizon contractors.
    • Verizon salesman related that homeowners told him they would not consider their service until repairs were satisfactorily completed; a crew was dispatched to complete the work.
  • BEWARE OF SCAM ARTISTS - A member of the board recounted a personal experience which could have an impact on other residences. On 5/28/09, a male was trying to pressure him to buy some magazines, was extremely persistent, and when he said no, the male asked for a drink of water and proceeded to follow him into his home. When he asked the male to leave repeatedly and more forcefully, the scam artist ran across the street, jumped into a van, and said “Let’s get out of here”. Some of us may have purchased magazines in the past from door to door solicitors and never received them. Another resident also spoke of an incident on the same day that involved a very “pushy” male and female. Beware and contact the Baltimore County Police if you observe anything suspicious or suspect someone is soliciting fraudulently. We must be the eyes and ears for one another.
  • A shot, presumably from a BB gun, penetrated a window of a home on Bowline Road. It is believed to have come from the vicinity of the open space near the pond. Another resident also reported hearing “gun shots” from the same area; police responded. Please report any suspicious activity on our open space.
  • Tree behind 9036 Deviation causing a backwash of standing water during heavy rains. The roots have grown under the sidewalk, lifting the sidewalk and creating a dam effect, as well as a tripping hazard. The roots are also blocking the drainage to the street. Homeowner has been contacted. If no action is taken by the homeowner, Baltimore County agencies have already been contacted for their assistance to alleviate a public safety hazard and for advice on how to proceed.
  • Though not specifically discussed at the meeting, community member Skip Bevans asked that the following be added and posted to the website.
    • USED BICYCLES ARE NEEDED: The bicycles will be repaired, if necessary, and distributed to the needy throughout the year. CELL PHONES FOR THE HOUSE OF RUTH: Collecting old cell phones & battery chargers to be used for emergency purposes by the residents of the House of Ruth.
