Minutes Board of Directors Meeting:

Meeting called to order by President Jerome Lee at approximately 7:07 P.M

OLD BUSINESS

  • The installation of a french drain on the easement behind 9036 Deviation and 9017 Transoms has been completed. Thank you to David Cole for his assistance in completing this project; removal of debris on easement is forthcoming.
  • Drain at the end of Variation Road has also been cleaned out. This area needs to be monitored and any build up of leaves or debris removed from in front of the mesh covering the drain. It would be helpful if homeowners at the end of Variation take the few minutes to do this rather than the Association paying someone to periodically clean the drain.
  • Fence on Variation Road damaged when a tree on community property snapped and fell across a portion of the fence was again discussed. Estimate received; however Association will only pay for the damaged section and has asked for estimate on that cost only. Once satisfied, the homeowner must agree to absolve the association in writing of any further monies owed and also sign a disclaimer that this was not reported to the homeowner’s insurance company which would entail “double dipping”.
  • The Board has been vigilant in responding to complaints for code and zoning violations. President J. Lee and another concerned resident will attend a hearing on 4/20 relative to an improper rental. A second possible violation will be reported to zoning once all information is collected. Also discussion held on condition of rental property in the 9100 block Deviation Road. The homeowner requested assistance from the community and asked to be informed of any tenant problems or property damage. Although the homeowner is in a unique and disadvantaged situation responsibility for the property lies with the homeowner. The Board has forwarded photos and complaints received from other residents to the property owner who has thus far responded in a positive manner.

NEW BUSINESS

  • Welcome to the Donnelly family who recently moved into our community. Cherry Donnelly accessed our web site and indicated interest in becoming a member of the board. Her selection was unanimously approved.
  • Treasurer W. Cole gave a financial report and an update of assessments received to date. Fourteen homeowners failed to pay their assessments and a second notice will be sent from the community association attorney. All late fees and attorney fees will be added to the initial payment of $100.00. If payment is still not received, court action will be initiated and all costs will be passed along to the delinquent homeowner; same procedure as in past years.
  • Brawn’s Landscaping was awarded the contract to maintain our open space and has already begun to fulfill the contract. Matt Brawn and his associate met with three members of the Board in March to discuss the contract and amended as necessary. He will also be utilized to perform jobs such as small tree removal, etc as approved by the Board. A favorable email was received from a resident and read to the members commending Brawn’s Landscaping for a good job thus far and thanking the Board for getting an early start on the grass cutting season.
  • A violation letter will be developed and used to send to homeowner’s who still fail to comply with the Architectural Control Committee. This will be sent by certified mail, return receipt requested. We must take a stand as a community and enforce the rules.

STORM WATER MANAGEMENT FACILITY (POND)

  • J. Lee and R. Dunn met with Director Jonas Jacobson and Al Wirth from Baltimore County Department of Environmental Protection Management Resources on 4/13/10 to discuss progress on pond repair and future disposition of the pond and any future cost to the community.
  • General Meeting will be held June 3, 2010 at 6:30 P. M. at the Perry Hall Library. Notices will be sent to all residents with the meeting information.
  • Dumpster Day is May 22, 2010 from 7:00 A.M. to 12:00.
