Minutes Board of Directors Meeting:
Date: February 17, 2010
Time:  7:00 PM
Place:  Honeygo Regional Recreational Park

Attendees: W. Cole, T. DeHart, J. Dulny, R. Dunn, J. Lee, P. Lee, C. Marks, K. Schauer, J. Wiggins
Absent: R. Corona, J. Petrovich, R. Stallings
Meeting called to order by President Jerome Lee at approximately 7:05 P.M

OLD BUSINESS

  • The Architectural Control Committee letter sent to all residents on 10/26/09 was amended and posted on the community website. Specifically paragraph 3 now reads, “The Architectural Control Committee shall review all documentation submitted to it and, either approve or disapprove the changes requested by the homeowner.” (Change was from “board shall review…to the ACC shall review)

NEW BUSINESS

  • A resident sent a letter to Baltimore County with concerns about the repair work currently being done to the Storm Water Management Pond. A reply from the county was sent to the homeowner and a copy forwarded to Mr. Lee. The reply letter was read and discussed. A response to Baltimore County will be drafted by C. Marks to reflect the sentiments of the board of directors.
  • Discussion held on what happens after the pond is repaired. What responsibility does the association have to maintain the pond? Specifically what maintenance is required? Would the county want possession of the pond? The association will need to sign off once inspection is complete.
  • C. Marks will draft a letter to be provided to the title company when a property in the community is sold. This will further emphasize the encroachment issues on open space areas, if applicable.
  • Discussed the installation of a french drain on the easement behind 9036 Deviation and 9017 Transoms. The county repaired the sidewalk and left the option to connect to the existing pipe.
  • Fence at 4811 Variation was damaged when a tree on community property snapped and fell across a portion of the fence (photos taken). Estimates received; Association will only pay for the damaged section. Once satisfied, the homeowner will absolve the association in writing of any further monies owed.
  • Four bids were received from companies\individuals to perform the maintenance for our open space. (grass cutting, etc) Cost was based on approximately 24 cuts to begin around April 1, 2010. A decision to award the contract was unanimously affirmed; however, the successful bidder will not be named here until notices are sent to the unsuccessful bidders.
  • As a result of the recent heavy snows, removal by private contractor was discussed.
  • A motion was made to reimburse the homeowner who incurred cost to repair a sidewalk damaged by a neighbor’s tree. The motion failed by a vote of 7-1.
  • Discussed the condition of association property along Kahl Ave. This will be tabled until the spring so an assessment can be properly made.
  • The next board of directors meeting will be scheduled in April 2010. Date, time, and place to be posted to the community website. All board members will be notified via email and or phone.
  • Dumpster Day is May 22, 2010.
