BOARD MINUTES
UPDATE - DECEMBER 2010


News Update

During the most recent board meeting (December 13, 2010) the following items were discussed:

  1. The care of our open space
    It was agreed that Brawn’s Landscaping service would continue to provide the maintenance of our open space throughout the 2011 season.
  2. The vandalizing of several vehicles in our community
    All community members should be aware that several vehicles have been vandalized over the last few months (especially on Deviation and Variation Roads) and in each case these vehicles were not locked. As in the past, Baltimore County Police ask to be notified when an incident of this nature takes place. In addition, be sure to lock your vehicle whenever you are away from it, remove all valuables and it would be a good idea to have your porch light on at night.
  3. Assessments
    In the next few weeks annual assessment notices will be going out to all community members. Your annual assessment is due within thirty days (30) of receipt of this notice. During the past assessment year, our community attorney had to issue approximately twenty-eight (28) past due notices. Of that number, more than eight (8) liens had to be filed in order to collect payment. Please note that in each case, Baltimore County Judges ruled in favor of the Community Association. However, in order to reach this point, the Community Association had to pay the attorney up front. Although this cost is passed on to the homeowner, it creates hardships for the board members who have to drive back and forth to attorney meetings to reach a settlement and\or appear in court. Remember, the board is made up of volunteers who are fulfilling these obligations to save us all the cost of a management company.
    Once more please be aware of the following:
    ARTICLE IV
    COVENANT FOR MAINTENANCE ASSESSMENTS
    Section 8. Effect of Nonpayment of Assessments: Remedies of the Association.
    Any assessment not paid within thirty (30) days after the due date shall bear
    interest from the due date at the rate of 6 percent per annum. The Association may
    bring an action at law against the Owner personally obligated to pay the same or
    foreclose the lien against the property. No owner may waive or otherwise escape
    liability for the assessments provided for herein by nonuse of the Common Area
    or abandonment of his Lot.

  4. Pond Issue
    Board members have been in contact with Baltimore County and the Maryland School of Law in an effort to determine what steps should be taken to effectively hand over control of the maintenance of our storm water management pond to the county. While it was voted on at our last general meeting to pursue this hand over, no steps in that direction will be taken without a vote of approval from 66 2/3% of the community. The information being gathered at this point is just fact finding. As things progress, community members will be informed via this website.
  5. Burglaries in our area
    The following bulletin was received from the Perry Hall Improvement Association:

Neighbors:
There have been some recent burglaries and attempted burglaries in the Honeygo area of Perry Hall. I have been in contact with Captain Mike Balog, commander of the White Marsh police precinct and will pass along any additional relevant information as it becomes available. Although we don't want to alarm anyone, there are some relatively simple things we can all do to prevent ourselves and our neighbors from becoming victims:

1. Keep your doors and windows locked.
2. If you are home during the day, look out your windows periodically and call 911 to report any suspicious people or activity. You can remain anonymous when you call 911.
3. Avoid outward signs that your house is empty. For example, leave different lights on each time you leave the house.

Perry Hall is among the safest communities in Baltimore County. Let's cooperate with our neighbors and the police to keep it that way!
