Minutes Board of Directors Meeting:
Date: April 16, 2009

Meeting called to order by President Jerome Lee at approximately 7:03 P.M
OLD BUSINESS
- Verizon-J. Lee contacted Verizon field supervisor Rob Mezzadra on 4/16/09 about needed repairs to homeowner’s lawns on Deviation, Ebenezer, Transoms, and Variation roads; residents unhappy with condition of their property left by Verizon contractors
- Volunteers assigned to walk above streets and note problem areas; list of addresses to be given to J. Lee
- Dumpster Day 5/16/09-Hourly schedule assignment for monitors from 0700 to 1200
- Open Space-Clean up of open space behind odd side of Variation to Ebenezer Roads and end of Variation Road completed; J. Whittaker to create\clear drainage system at end of Variation road; Baltimore County only responsible for silt removal on road surface at end of street
- Pond Progress-J. Lee in communication with Dan O’Leary (engineer), Al Wirth (county rep), MDE, Soil Conservation. Legal draft contract executed between the County and Association. Projected start date for storm water management pond repair is June 2009
- Tree removal between 9008 and 9010 Deviation RD completed by Atlantic Tree Removal; J. Whittaker to clear remaining debris, apply top soil, grass seed, and plant new tree
NEW BUSINESS
- Townhouse parking issues discussed (able to park in front of residence); C. Marks to contact Baltimore County Traffic & Engineering relative to HOA traffic input
- Trucks parked along right side (south end of Deviation) to posted area which restricts one lane of traffic entering on to Ebenezer from the south end of Deviation or exiting Ebenezer to Deviation; safety concern expressed
- Transoms Road-Investigate no parking sign from standard distance to corner of Ebenezer; vehicles must pull out into Ebenezer because of parked vehicles creating visibility problems
- Roots from tree at back of 9036 Deviation (homeowner responsibility) lifting sidewalk creating drainage and flooding problem in easement; J. Lee will contact homeowner
- J. Lee contacted Code Enforcement relative to fine for dumping on HOA property
- Signs to be procured announcing Northgate Hall Community Association, No Trespassing-No Dumping
- Letter to be sent to homeowner with privacy fence in need of repair
- Private property encroachment on HOA open space (Further discussion needed)
ASSESSMENT\BUDGET
- All assessments and associated court fees collected for 2008, 10 delinquent for 2009
- Second request sent to delinquent homeowners by Attorney Holzer on 4/17/09
- Treasurer W. Cole presented handout of expenditures for Association
